The WGBS is envisioned as a centralized, interactive digital platform that supports the planning, implementation, monitoring, and control of the Master Plan for Cox’s Bazar. It will serve as both a technical backbone and a public-facing interface for spatial data management, development regulation, and stakeholder engagement.


The WGBS will cover the entire Structural Plan Area (SPA) of approximately 2,492 sq. km and the Detailed Area Plan (DAP) of 690.67 sq. km, integrating:

  • Land use zoning and classification
  • Infrastructure layouts (roads, utilities, drainage)
  • Environmental overlays (flood zones, forest reserves, ecologically critical areas)
  • Tourism and heritage sites
  • Public and private land ownership data
  • Planning boundaries (mouza, ward, union, upazila)
  • Spatial Planning & Visualization: Enable real-time mapping and analysis of planning components.
  • Development Control: Support zoning enforcement, building regulations, and land use compliance.
  • Data Centralization: Consolidate attribute and spatial data from multiple surveys and agencies.
  • Stakeholder Engagement: Facilitate public consultations, feedback collection, and transparency.
  • Monitoring & Evaluation: Track implementation progress, investment priorities, and infrastructure performance.

  • Interactive Web-GIS Portal with multi-layered maps and dashboards.
  • Digital Maps: Land use, transportation, drainage, utilities, tourism zones, and ecological assets.
  • Planning Tools: Buffer analysis and zoning overlays.
  • Exportable Reports: PDF maps and reports.
  • Web Accessibility: Device-independent access for planners, agencies, and the public.

  • Data Harmonization: Integrating diverse formats from physical feature, topographic, and land use surveys.
  • Geographic Complexity: Mapping coastal zones, hill terrain, and flood-prone areas with precision.
  • Institutional Coordination: Aligning inputs from multiple ministries, agencies, and local bodies.
  • Security & Access Control: Ensuring data integrity while managing user permissions and privacy.

  • Inconsistent Mouza Maps: Variations in scale, boundaries, and digitization quality.
  • Informal Settlements: Limited attribute data and unregistered land parcels.
  • Imagery Constraints: Satellite resolution may be insufficient for inaccessible or forested zones.
  • Manual Survey Errors: Potential inaccuracies due to field-level data collection methods.
